Budget Implementation Act, 2019, No. 1 (S.C. 2019, c. 29)

This act has the purpose to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures. Part 1 implements certain income tax and related measures by, among other things, providing a temporary enhanced first-year capital cost allowance rate of 100% in respect of eligible zero-emission vehicles; eliminating the requirement that sales be to a farming or fishing cooperative corporation in order to be excluded from specified corporate income for the purposes of the small business deduction; extending the mineral exploration tax credit for an additional five years; expanding tax support for electric vehicle charging stations and electrical energy storage equipment. This act also amends several acts, including the the Food and Drugs Act to improve safety and enable innovation by introducing measures to (a) allow the Minister of Health to classify certain products exclusively as foods, drugs, cosmetics or devices;(b) provide oversight over the conduct of clinical trials for drugs, devices and certain foods for special dietary purposes;(c) provide a regulatory framework for advanced therapeutic products; and(d) modernize inspection powers.
