Abstract
This Act consisting of 14 articles provides for the rules to develop a civil emergency plan in case either of peacetime disaster or war emergency and establishes that the Commissioner in Executive Council shall appoint a civil emergency planning officer to formulate and recommend to the Minister plans for dealing with them. Furthermore, the Commissioner in Executive Council may declare that a state of emergency exists in the Yukon or in any part thereof. A state of emergency begins on the making of a declaration and, unless extended, it shall cease to exist 90 days from the date of the declaration. Municipal state of emergency can be also declared by the mayor of a municipality if he has reasonable grounds to believe that a substantial danger to public safety or to property in the municipality exists. In this case, it continues for 48 hours. Article 9 lists the powers reserved to the Minister for the purpose of dealing with the emergency.
