Abstract
The Act is composed of 171 sections. It defines the functions and powers of district commissioners. Commissioners have to prepare a plan for the execution of waterworks and must identify the beneficiaries. Commissioners can require owners to execute the works decided (sec.110) or can execute, operate and maintain works themselves (sect. 100), for this purpose they can create a Maintenance Fund (sec.102). If the commissioners determine that they need to raise money by means of taxes, they must levy taxes on all land in the district and on the owners, based on and in accordance with the assessment roll (sec.82). A final Schedule contains model forms to be filled in for the purposes of this Act.

This Act is a consolidation of 2 Acts: Ditches and Watercourses Act (April 25, 1907) and Drainage, Diking and Development Act (March 1, 1913).The present Act, in this version of RSBC 1996, is current to 30 November 2016 and last amended on 10 March 2016.
