Abstract
This 23 section Regulation aims to reduce landfill waste and litter left on roads and in waterways by providing standards for beverage containers and their disposal. Its most significant sections cover: Licensing and operation and of redemption centres (sects. 4-10); Hearings (sect. 11); Deposits and refunds of beverage containers (sects. 12-16); and Refunds, handling fees or royalties, and their remission or and contribution to a special fund, the Environmental Trust Fund (sects. 16-18).
Excluded from the Regulation are unprocessed apple cider and milk products, concentrated drinks and those beverages excluded under the Act (sect. 3). It expands on the Minister's powers in the Act to license and authorize redemption centres (sect. 4). Licences, valid only until 31 December of each year, may authorize multiple centres, are transferable, may be amended and must be displayed at all times (sects. 4.6-4.10). Administrative and legal proceedings are included, covering the denial of license renewal and the suspension or cancellation of a license (sects. 5 and 6).
