Abstract
The Act creates a set of general rules concerning the use of groundwater and the drilling and operation of wells and provides for regulation making powers of the Lieutenant Governor in Council (sect. 12). No person shall engage in drilling wells unless he has obtained a licence from the Director of Water Control and Conservation (sect. 3). Section 8 allows the Minister to direct a survey or study of groundwater, if necessary. Section 9 allows the Minister to attend upon private wells to direct the flow from the well, and provisions are made for arbitration and payment of costs from the consolidated fund, in cases where a person is affected by the actions of the Minister. Section 10 deals with pollution of groundwaters, and section 11 highlight's offences and penalties.
