Abstract
The purpose of the present Act is to promote the development of a profitable and sustainable irrigation sector in Saskatchewan. The text consists of 38 sections divided into 3 Parts. Part 1 contains preliminary matters such as definitions, purposes and Minister's powers; Part 2 regulates Irrigation Districts; and Part 3 defines Irrigations Services regime. “irrigation district” means an irrigation district established pursuant to section 2‑2 and includes an irrigation district continued pursuant to section 7‑2; while “irrigation services” includes water supply, water disposal and educational services respecting irrigation, but does not include disposal of effluents. Under Part 2 it is defined the functioning on irrigation districts, including composition and members; powers and mandate. The main purposes of the irrigation districts are to: offer irrigation services to its district consumers in the irrigation district; promote irrigation services and the public utilization of irrigation works in the irrigation district; cooperate with other irrigation districts, the minister and ICDC in promoting sustainable irrigation in Saskatchewan;use the facilities, equipment and expertise of the irrigation district to maintain and promote the economic viability of the irrigation district; and to own, construct, acquire, establish, maintain, operate, replace and decommission irrigation works.
