Abstract
The present Bilateral Water Management Agreement (BWMA) establishes a cooperative framework for the management of water resources in alignment with the 1997 Mackenzie River Basin Transboundary Waters Master Agreement. The primary goals of the agreement are to maintain the ecological integrity of aquatic ecosystems, ensure the sustainable use of water resources, and promote early consultation and information sharing on developments affecting water quality and ecosystem health. Key measures include the creation of a Bilateral Management Committee (BMC), which will meet annually to address transboundary water management issues, track commitments, and prepare annual reports. The agreement prioritizes pollution prevention, adherence to Transboundary Water Quality Objectives, and the management of transboundary groundwater to protect ecological integrity. Provisions for addressing unmet objectives include jurisdictional water management actions and alternative measures. The BWMA emphasizes regular information sharing, stakeholder involvement (particularly Aboriginal organizations), and transparency, while incorporating mechanisms for dispute resolution through consensus-building or referral to responsible Ministers. Additionally, the BMC will develop a work plan and annual budget, subject to resource allocation.

Pursuant to the Mackenzie River Basin Transboundary Waters Master Agreement of 1997 this Bilateral Water Management Agreement, when signed, will be attached to the Master Agreement as Schedule I.
