Ontario's Building Better Communities and Conserving Watersheds Act (2017, S.O. 2017, c. 23).

The act consists 3 sections and 5 Schedules. Schedule 1 enacts the Local Planning Appeal Tribunal Act, 2017; Schedule 2 enacts the Local Planning Appeal Support Centre Act, 2017; Schedule 3 amends the Planning Act, the City of Toronto Act, 2006 and the Ontario Planning and Development Act, 1994; Schedule 4 amends the Conservation Authorities Act; and, Schedule 5 contains several amendments to various acts consequential to the enactment of the Local Planning Appeal Tribunal Act, 2017.
Under Schedule 1, the Act replaces the Ontario Municipal Board with the Local Planning Appeal Tribunal, establishing its constitution, jurisdiction and powers in general, and at municipal level, as well as practice and procedures regarding decisions, appeal, reviews.
Under Schedule 2, the Act creates a Local Planning Appeal Support Centre that operates independently although being accountable to the government; the centre has the mission to provide people with information about the land use planning appeal process, legal and planning advice, and, when certain conditions are met it also provides legal representation in proceedings before the tribunal.
Under Section 3 several changes are made to the Planning Act, these include consideration about “climate change policies” in preparing official plans, and several elements of the review and appeal process.
Section 4 amends the Conservation Authorities Act. The legislation clarifies the purpose of the Act stating “it is to provide for the organization and delivery of programs and services that further the conservation, restoration, development and management of natural resources in watersheds in Ontario”. It also amends the act to what concerns the jurisdiction, membership, governance, objects, powers, and duties, as well as offences and enforcement.
