Abstract
The Regulation is established under the Environmental Management Act and the Public Health Act of British Columbia, focusing on the recycling of organic matter. It provides comprehensive definitions for terms such as “biosolids,” “compost,” “organic matter,” and “land application". The regulation outlines its general application, exemptions, and permit requirements, emphasizing the conditions under which organic matter can be recycled. Detailed requirements for land application plans, storage, and distribution of Class A and B biosolids and composts are specified to ensure environmental safety. Standards for the construction and operation of composting facilities, including environmental impact studies, leachate management, and facility capacity, are outlined. The Regulation sets forth quality criteria for substances in biosolids and compost, including maximum allowable concentrations of heavy metals and pathogens. It mandates thorough record-keeping practices and establishes offences and penalties for non-compliance with the regulation.
