Abstract
The present Regulation lays down provisions relating to recycling and composting of municipal waste. A local municipality that has a population of at least 5,000 shall establish, operate and maintain a blue box waste management system if the municipality is served by a waste management system owned by or operated by or for the municipality that collects municipal waste or accepts such waste from the public at a waste disposal site. Furthermore, a local municipality that has a population of at least 5,000 shall establish, operate and maintain a leaf and yard waste system. The text consists of 12 sections divided into 5 Parts as follows: General (I); Systems required in municipalities (II); Municipal waste recycling Depots (III); Municipal waste recycling sites (IV); Leaf and yard waste composting sites (V). Three Schedules are enclosed as follows: Blue box waste (1); Recyclable waste other than blue box waste (2); Recyclable waste other than blue box waste that cannot be commingled (3).
