Abstract
This Regulation concerns the sustainable development of forests and applies to forests in the domain of the State up to the northern limit of the forest tundra. That territory is shown on the map “Vegetation areas and bioclimatic domains of Québec” reproduced in Schedule 1. In the Regulation “forest development activity” means a forest development activity within the meaning of paragraph 1 of section 4 of the Sustainable Forest Development Act (chapter A-18.1); an activity related to timber felling and harvesting, the operation of a sugar bush, the construction, improvement, repair, maintenance or closure of infrastructures, the carrying out of silvicultural treatments, including reforestation and the use of fire, fire protection, the suppression of insect epidemics, cryptogamic diseases and competing vegetation, and all similar activities that tangibly affect forest resources.
It is organised in IX Chapters an 13 Schedules. Chapter II entails protection of particular places and territories and contains special provisions applicable to Native portage trails, Native campgrounds and Native gathering or sojourn areas; Chapter III concerns protection of aquatic environments, riparian areas, wetlands and soils, Chapter V contains measures to protect wildlife habitats and regulate operations, Chapter V establishes rules for construction of roads, sandpits and forest infrastructures, such as bridges, culverts; Chapter V concerns allocation of forest operations and residual forest, such as bioclimatic domains of the sugar bush, the balsam fir forest and the spruce-moss forest; Chapter VII contains provisions on harvest and optimum use of ligneous matter, protection of forest regeneration and soils and preparatory work for forest production; Chapter VII offences and Chapter IX transitional and final provisions.

This Regulation replaces the Regulation respecting standards of forest management for forests in the domain of the State (chapter A-18.1, r. 7).
