Abstract
The present Regulation enacts the Waste Reduction and Prevention Act. Section 3 of the above-mentioned Regulation establishes that the Tire Stewardship Board is hereby established. The objects of the Board are: a) to establish and administer a scrap tire waste reduction and prevention program for Manitoba consistent with the principles of sustainable development as set out in section 1 of the Act; b) to provide for the effective, efficient and economical management of scrap tires; and c) to administer the Fund. Section 12 establishes the Tire Wrap Fund which shall be used to provide or pay, inter alia, for: a) waste reduction and prevention program; b) education programs for the purpose of the scrap tire waste reduction and prevention program; c) expenditures incurred in the collection, transportation, storage, processing and disposal of scrap tires; d) research and development activities related to scrap tire management; e) promotion and development of activities and economic instruments to encourage scrap tire waste reduction and prevention; f) the appropriate disposal of scrap tires; g) remuneration and other costs incurred in the administration of the Board and the Fund.
