Abstract
The Act sets a utility payment deferral program to help residential, farm and small commercial electricity and gas utility customers that have experienced hardship during the COVID-19 public health emergency.
Part 1 concerns the electric utility payment (Artt. 2-11). Art. 3 establishes as general rule that during the deferral period, a distribution owner must not (a) disconnect an eligible electricity customer for non‑payment of an electricity bill, or (b) install a device to limit or reduce the amount of electric energy provided to that eligible electricity customer. Art. 4 specifies that the aim of the Electricity Program is to permit enrolled electricity customers to defer the payment of certain amounts on electricity bills that are due in the deferral period and repay the deferred amounts over the repayment period, but also to provide funding to enable electricity service providers to accommodate the deferred payments. Part 1 continues regulating the record keeping, the condition for repayment, among others.
Part 2 regulates gas utility payment (12 – 22). Art. 13 rules that a gas distributor, a municipal gas utility or a rural gas utility must not disconnect an eligible gas customer during the deferral period for non‑payment of a gas bill. Art. 14, same as the Electricity Program, clarifies that the Gas Program Gas is established to permit enrolled gas customers to defer the payment of certain amounts on gas bills that are due in the deferral period and repay the deferred amounts over the repayment period but also to to provide loans to enable gas service providers to accommodate the deferred payments. Part 2 continues regulating the record keeping, the condition for repayment, among others.
Part 3 lays down provisions concerning the Alberta Utilities Commission powers, related for instance to inspection, audits and reporting.
This Act is repealed on 18 June 2023.
