Abstract
The Regulations include provisions concerning licenses for Well Driller and Well Contractor and regulates the issuing of a well permit (drilling, construction or reconstruction of a well). The Regulations and Schedules do not apply to an opening in the ground made for use in a horizontal-loop geothermal system as for the purpose of these Regulations is not considered a well.
The Regulations establish requirements and standards for well construction, design, completion, decommissioning and installation of pumps. Standards are also For instance requirements for construction establish that a well shall be constructed in a manner that (a) adapts to the geologic and groundwater conditions existing at the site of the well; (b) maintains existing natural protection against contaminants; (c) seals off water-bearing formations that contain contaminants; and (d) leaves no artificial openings to the well, and should not be located in any prohibited locations, and with a certain distance from contaminant sources.
