Abstract
The Policy Statement is organised in three chapters. Chapter 1 provides conceptual basis on why is important to combat poverty in Québec, how the government is committing toward the Strategy, and the three governing goals: 1) Improve the economic and social situation of people living in poverty pr marginalised by society; 2) Reduce inequalities that have a particular impact on people living in poverty; 3)Take comprehensive action by developing a sense of social solidarity.
Chapter 2 outlines the situation regarding poverty in Québec; the approaches to measure it and brings some reflections on how different groups are affected by poverty and how is geographically spread with certain areas affected by high poverty rates.
Chapter 3, identifies orientations and related priorities of Québec Strategy, as (1) prevention: promoting personal empowerment; (2) strengthening the social and economic safety net; (3) promoting job access and employment; (4) mobilizing society as a whole; and (5) ensuring consistency and coordination of actions at all levels.
The Policy Statement, in extent, addresses the issue related to improvement of food security and nutrition. Under goal n.2 (“Reduce inequalities that have a particular impact on people living in poverty”) it recognises that access to basic foods requirements and inequality between men and women are among the most critical adverse effects of income disparity. To address the needs of underprivileged the Policy Statement promotes a broad based approach that focus on personal empowerment and on family support, it also prioritizes several actions aimed at strengthening the social and economic safety net.
The Policy Statement also incorporates within the scope of its orientations initiatives to reduce rural poverty. “A prosperous economy with job opportunities, healthy resource regions, and rural communities that receive support in realizing their full potential are prerequisite to compacting poverty through development”. Initiatives include: ensure access to education for rural communities, promoting job access and employment in rural communities, develop social integration through housing.
