Abstract
The Climate and Disaster Compatible Development Policy is a national policy with a cross-sectoral approach. The timeframe of this Policy is 3 years between 2013 and 2016. The purpose of this Policy is to ensure sustainable development through effective management of climate and disaster risks and emission reduction.
This Policy lays down adaptation and mitigation actions to achieve sustainable water, food, energy and social security; increased community preparedness and adaptation to risks and impacts; effective and sustainable use of land, sea and natural resources; conservation of biodiversity and ecosystems; reduced greenhouse gas emissions; reduced reliance on fossil fuels; improved energy security; and enhanced coordination and strengthened implementation through integrated institutional and implementing arrangements across communities and sectors. Climate change and disaster risk reduction and management measures will be implemented to strengthen infrastructure and protect essential services, natural ecosystems, economic development and livelihood systems in key sectors. Research and knowledge systems will be developed to cope with the negative impacts of climate change in a scientific manner. Low carbon infrastructure and technology development will be strengthened through effective measures in land, sea, electricity, energy, transport and waste sectors. Capacity building on the negative impacts of climate change, disasters and greenhouse gases will be enhanced through effective processes and procedures including gender mainstreaming and human resources development opportunities including research, assessments, training and education. The governance and management for climate change and disasters will be strengthened by updating policy, fiscal, compliance, legal and regulatory frameworks and monitoring and reporting mechanisms. Sustainable financing systems will be developed for effective implementation of climate change and disaster risk reduction strategies.
The monitoring and evaluation of the implementation of this Policy will be carried out as set out in the National Sustainable Development Policy and Joint National Action Plan for Disaster Risk Management and Climate Change Adaptation.
