Abstract
The Initial National Communication of the Cook Islands is a national policy with a multi-sectoral approach. This policy lays down adaptation and mitigation strategies based on an integrated and comprehensive approach, which encompasses the health and well-being of the nation.
The resilience of coastal zone and coral reefs, agriculture, food security, marine resources, water resources and biodiversity will be increased to the impacts of climate change and sea level rise. Marine flora and fauna will be protected by increasing the knowledge on the effects of external influences on these species, their habitats and their interactions. Moreover, gene bank of marine flora and fauna and biological species database will be developed. Integrated management plans will be developed for coastal zone management. Adaptation measures will be taken in the agriculture sector, including the identification of most suitable plants, crops, and varieties to climate change; the establishment of gene bank of plants; the development of information systems on plant, crop, livestock, and forest production and agricultural land use; and continuous monitoring of insect and disease incidences and introduction of methods of quarantine to reduce further pests and disease outbreaks. Furthermore, preventive measures will be taken against the reduction in agricultural land as a result of sea-water intrusion, inundation, and flooding and coastal erosion. Public health will be protected by preventing vector borne disease and water borne disease in relation to climate change. To this end, water quality and chemical analysis monitoring will be strengthened. Methods will be developed to improve water storage and conservation and to ensure water distribution at all times. Local communities will be involved at all stages of the development of adaptation programs and an adaptation plan will be drafted as a part of a climate change action plan. The national greenhouse inventory will be undertaken to create a baseline for and to reduce greenhouse gas emissions in the agriculture, livestock, forestry, energy, waste and transportation sectors.
