Abstract
The present Disaster Risk Management Plan 2014-2018 is made under sections 15 and 17 of the Cook Islands Disaster Risk Management Act 2007. As prescribed by the aforemetioned Act, the present Plan establishes a Disaster Risk Management Committee and appoints a Disaster Coordinator who shall implement the Plan. In particular, the Plan: a) establishes an effective evacuation and a Disaster Risk Management Plan for the entity and area of responsibility; b) specifies the mitigation strategies to be adopted to reduce the risks of a disaster and emergency; c) identifies resources available for use for disaster risk reduction and emergency management; and d) specifies how such resources are to be used.
The Plan puts emphasis on safety measures with specific focus on disasters such as cyclones and tsunamis. Global and regional disasters and their devastating consequences are a reminder of the importance of this plan. The goal is that this plan will pave the way to accessing the training and resources required to be adequately equipped to manage disasters and safeguard the island. Section 11 estimates the resources required from central government.
