Abstract
Section 3 stipulates that there shall be a Department of State to be known as the Ministry of Marine Resources. Principal objectives and functions of the Ministry are set out in section 4. The Secretary of Marine Resources shall be the administrative head of the Ministry (sect. 5). Both the Minister and the Secretary may delegate powers (sects. 9 and 10). Powers of the Minister are spelled out in section 11. The Minister may initiate special investigation (sect. 12). The Secretary shall furnish to the Minister a yearly report on the operations of the Ministry (sect. 14). Section 15 provides for the power to make regulations.
