Strategic Plan 2022-2027 of the Ministry of Marine Resources.

The Strategic Plan of the Ministry of Marine Resources is a national policy covering the period of 2022-2027. The Plan lays down strategic objectives for the Ministry and serves as a guide to carry out its mission of using good stewardship to manage the long-term sustainability of the Cook Islands' marine resources for all Cook Islanders. The vision of the Ministry is to deliver well-balanced conservation and sustainable development of marine resources for the Cook Islands. The strategic objectives of this Plan are as follows: (I) to improve and maintain the long-term sustainability of marine ecosystems and resources for the benefit of the Cook Islands; (II) to support sustainable development of marine ecosystems and resources for the maximum benefit of the Cook Islanders; (III) to use best practice governance to be as effective, efficient and accountable as possible on behalf of the people of the Cook Islands.
The Cook Islands will be seen as a strong and responsible fishing nation through the contribution of the Ministry to norm-creating discussions advocating national and regional priorities, and sustainable, balanced, science-driven, cost-effective and well-governed fisheries management. The Ministry will carry out its functions in compliance with national laws, treaties, and measures. The partnerships with national, regional and international organizations, as well as bilateral counterparts, will be strengthened to implement obligations. International obligations will be incorporated into Cook Islands laws, regulations, policies, and plans. Necessary tools and resources will be provided to the Ministry to manage, monitor and enforce the obligations.
The Strategic Plan highlights the sustainable management of inshore fisheries resources. The Ministry will manage and support commercial fisheries, artisanal fisheries, recreational fishing and tourism, and sustainable aquaculture development. The cultural and ecological values of the marine ecosystem in the Cook Islands will be supported. Robust data collection and monitoring systems will be developed to ensure the health of marine ecosystems. The Ministry will provide sound advice using science and the precautionary approach to support decision making. Fishing communities will be supported in terms of livelihoods, food security, culture and history. The resilience of the fisheries sector to the impacts of climate change and natural and man-made hazards will be increased by building inclusive, resilient management systems that protect vulnerable marine ecosystems and communities; strengthening management of biosecurity and aquatic biosecurity risks; and providing access to available financing for climate change adaptation and disaster risk management.
Maximum sustainable benefits for the Cook Islands will be pursued through its partnerships and fishing access arrangements. Fishing industries in the Cook Islands will be supported by the Ministry to enable them being profitable and resilient by facilitating market access opportunities for Cook Islands marine products, and working to promote value adding and fishery development opportunities. Sustainable development of inshore fisheries resources will be achieved. Sound advice and support will be provided to inshore commercial and artisanal fishers for equitable livelihood development and food security opportunities.
The Ministry will make an effort to to be as effective, efficient and accountable as possible on behalf of the Cook Islanders. It will develop a comprehensive outreach, awareness and communications programme to raise awareness of communities on marine related issues and challenges and where to receive relevant information and support. The Ministry will meet its international, regional and national reporting commitments and obligations, and relevant information will be made available to all stakeholders. Furthermore, the Ministry will ensure a clear and well‑understood operating environment by keeping its legal and policy frameworks up to date, strengthening internal processes, and clarifying roles with partner organizations to improve coordination and service delivery. It will also enhance its capacity to deliver its mandate by managing resources efficiently, developing staff capabilities, and maintaining appropriate technology and systems.
