Abstract
This 12th Five-Year Plan for Energy Development is a sectoral policy document at national level. It is prepared in accordance with the Outline of the Twelfth Five-Year Plan for National Economic and Social Development of the People's Republic of China , which mainly clarifies the guiding ideology, basic principles, development goals and priorities, tasks and policy measures of China's energy development. It is the overall blueprint and action plan for China's energy development during the 12th Five-Year Plan period.
The main objectives of energy development are: The comprehensive energy efficiency will be increased to 38%, and the primary energy supply capacity will be 4.3 billion tons of standard coal, of which the domestic production capacity will be 3.66 billion tons of standard coal. The external dependence of oil shall be controlled within 61%. The proportion of non-fossil energy consumption increased to 11.4%, and the proportion of non-fossil energy power generation installed capacity reached 30%. Natural gas accounts for 7.5% of primary energy consumption, and coal consumption reduced to around 65%. The carbon dioxide emissions per unit of GDP will reduce by 17% compared to 2010. The main tasks proposed in the Plan include: Strengthening domestic resource exploration and development; Promoting energy efficient clean conversion Promoting the transformation of energy supply methods; Accelerating the construction of energy storage and transportation facilities; Implementing energy projects to improve people's lives; Controlling total energy consumption; Deepening the reform of the energy system and mechanism; Enhance energy technology and equipment level; Deepening Energy International Cooperation. The safeguards measures include: Improve fiscal and taxation financial policies; Improving energy investment management; Strengthen energy industry management; and Strengthen international cooperation and coordination. The Plan calls for establishing a green and low-carbon development concept, coordinating the development and utilization of energy resources and ecological environment protection, eliminating energy poverty as soon as possible.
