Abstract
This 14th Five-Year Plan for Bio-economy Development is China's first five-year plan for the bioeconomy, aiming to accelerate breakthroughs and achieve scientific and technological self-reliance in four key areas of bioeconomic development, including bio-agriculture and bioenergy.
The Plan clarifies the specific tasks for the development of the bio-economy for the period of 2021-2025: 1. to vigorously consolidate the foundation of innovation in the bioeconomy, accelerate the improvement of biotechnology innovation capabilities, and promote the innovative development of the bioeconomy; 2. to cultivate and strengthen the pillar sectors of the bioeconomy, accelerate the widespread empowerment of health, agriculture, energy, environmental protection and other industries through biotechnology, and promote the diversified development of the bioeconomy; 3. to actively promote the protection and comprehensive utilization of biological resources; 4. to accelerate the construction of a biosecurity guarantee system, enhance risk prevention and control and disposal capabilities in response to major epidemics and biosecurity incidents. At the same time, the Plan proposes seven major projects to enhance the innovation capacity of the bioeconomy, benefit the people with biopharmaceutical technology, enhance the modern breeding industry, demonstrate the bioenergy environmental protection industry, integrate biotechnology and information technology applications, preserve and develop biological resources, and construct a pilot zone for the bioeconomy.
Focusing on ensuring the production and supply of important agricultural products such as grain, and adapting to the increasingly diverse consumer needs of nutritious and healthy food, focusing on biological breeding, biological fertilizers, biological feeds, biological pesticides, etc., China will launch a new generation of agricultural biological products, and establish demonstration and promotion of biological agriculture systems, improve the industrial system for the protection, development and utilization of germplasm resources, better ensure national food security, meet the upgrading of residents’ consumption and support the sustainable development of agriculture, and build a more complete whole-chain supervision system to ensure food safety.
