This 14th Five Year Plan for the Development of Digital Economy is China's first national level special plan in the field of digital economy, covering the period of 2021-2025. The goals are set up as: By 2025, the added value of core industries of the digital economy will account for 10% of the gross domestic product; The data factor market system will have been preliminarily established, the digital transformation of industries will haveen taken a new step, the level of digital industrialization will have been significantly improved, digital public services will be more inclusive and equal, and the digital economy governance system will be more perfect.
In order to achieve the goals, the Plan has proposed eight key tasks. The first is to optimize and upgrade digital infrastructure: Accelerate the construction of information network infrastructure, promote the development of cloud network collaboration and computer network integration, and orderly promote the intelligent upgrading of infrastructure. The second is to fully leverage the role of data elements: Strengthen the supply of high-quality data elements, accelerate the market-oriented circulation of data elements, and innovate the development and utilization mechanism of data elements. The third is to vigorously promote the digital transformation of industries: Accelerate the digital transformation and upgrading of enterprises, comprehensively deepen the digital transformation of key industries, industrial parks, and clusters, and cultivate a transformation support service ecosystem, inparticular, improve the coverage of the Internet of Things in industrial manufacturing, agricultural production, public services, emergency management, and enhance the Internet of Things access capabilities. The fourth is to accelerate the promotion of digital industrialization: Enhance the ability to innovate key technologies, accelerate the cultivation of new business models, and create a prosperous and orderly innovation ecosystem. The fifth is to continuously improve the digitalization level of public services: Improve the efficiency of "Internet plus Government Services", improve the digital inclusive level of social services, and promote the integrated development of digital urban and rural areas. The sixth is to improve and perfect the governance system of the digital economy: Strengthen collaborative governance and regulatory mechanisms, enhance government digital governance capabilities, and improve the new pattern of diversified governance. The seventh is to focus on strengthening the security system of the digital economy: Enhance network security protection capabilities, enhance data security protection levels, and effectively prevent various risks. The eighth is to effectively expand international cooperation in the digital economy: Accelerate the digital development of trade, promote the in-depth development of the Digital Silk Road, and build a good international cooperation environment. Around the eight major tasks, the Plan specifies eleven special projects, including the optimization and upgrading of information network infrastructure.
