14th Five-Year Plan of the Guangxi Zhuang Autonomous Region for Groundwater Pollution Prevention and Control.

This Fourteenth Five Year Plan of Guangxi Zhuang Autonomous Region for Groundwater Pollution Prevention and Control is a sectoral plan at the regional level covering the period of 2021-2025. The overall goals are set up as follows: By 2025, the groundwater quality in the whole region will remain stable in general, will be improved in some key areas, and the groundwater environmental risks will be further controlled. By 2035, the quality of groundwater in the whole region will become stable and good.
To achieve the overall goals, key tasks are proposed in the Plan. The key tasks include: 1） Establishment of groundwater pollution prevention and control management system;（2） Strengthening the prevention, risk control and rehabilitation of groundwater pollution sources;（3） Strengthening the protection of groundwater which is drinking water sources; (4） Improving the regulatory capacity of ecological environment. The Plan encourages to strengthen the environmental supervision of rural groundwater drinking water through: carrying out environmental risk investigation and remediation of rural groundwater type drinking water sources, identify environmental risk sources that affect the safety of rural water sources, such as industrial enterprises, livestock and poultry breeding, aquaculture, garbage stacking, and developing a drinking water source remediation plan and emergency plan to eliminate potential risks. In order to standardize the environmental management of groundwater type drinking water source protection areas, the Plan propose: to carry out the delimitation and optimization of centralized groundwater drinking water source protection areas in towns and townships and above, and explore the use of remote sensing and other technologies to carry out environmental supervision of the protection areas.
The Plan further proposes key projects, including:（1）investigation and assessment of groundwater environment; （2） groundwater environment remediation and risk management project; （3）regulatory capacity improvement project.
