14th Five-Year Plan of the Guangxi Zhuang Autonomous Region for the High-quality Development of Soil Pollution Prevention and Control.

This Fourteenth Five Year Plan of Guangxi Zhuang Autonomous Region for High Quality Development of Soil Pollution Control is a sectoral plan at the regional level covering the period of 2021-2025 with a vision toward 2035. The overall goals are set up as follows: By 2025, the quality of soil environment in the region will remain stable on the whole, the safe use of contaminated farmland and key construction land will be improved, further ensuring that people can "eat and live at ease". The safe utilization rate of polluted farmland in the whole region will reach about 93%, and the safe utilization of key construction land will be effectively guaranteed. By 2035, the soil environmental quality in the region will become stable and good, the soil environmental safety of agricultural land and key construction land will be effectively guaranteed, and the soil environmental risks will be comprehensively controlled.
According to the Plan, soil ecological environment protection is an important part of promoting ecological civilization and safeguarding national ecological security and food security, and it is related to the health of the people. To achieve the overall goals of the Plan, key tasks and projects are proposed. The key tasks include: （1） Strengthen the prevention and control of soil pollution sources; （2） Prevention of new soil pollution in industrial and mining enterprises; （3） Consolidate and improve classified management of cultivated land; （4） Strengthening the access management of construction land; （5） Orderly promote soil pollution control and remediation; （6） Improving the capacity of ecological environment supervision. Key projects of soil pollution prevention and control include: （1） Investigation and assessment of soil environmental conditions; （2） Soil pollution source control project; （3） Agricultural land soil safety utilization and restoration project; （4） Soil pollution risk management and remediation project for construction land; （5） Soil environmental supervision capacity improvement project.
In order to strictly protect the farmland, the Plan encourages to establish a mode of economical and intensive land use, classify the qualified priority protection farmland as permanent basic farmland according to the law and strictly control the occupation of priority protected farmland for non-agricultural construction. In areas where permanent basic farmland is concentrated, no new construction project which may cause soil pollution shall be planed and approved. The Plan also promotes: to strengthen the quality supervision of agricultural inputs, and strictly investigate the application of substandard fertilizers and other agricultural inputs to farmland; to summarize the technical modes of safe use of agricultural land, establish and improve the technical database of safe use and the recommended list of crop planting, and improve the level of safe use of cultivated land.
