14th Five-Year Plan of the Guangxi Zhuang Autonomous Region for Rural Domestic Sewage Treatment.

This Fourteenth Five Year Plan of Guangxi Zhuang Autonomous Region for Rural Domestic Sewage Treatment is a sectoral plan at the regional level covering the period of 2021-2025. The overall goals are set up as follows: the rural domestic sewage treatment and rural black and odorous water body treatment in the whole region will be promoted as a whole; by 2025, the rural domestic sewage treatment rate in the whole region will reach more than 20%, and the rural black and odorous water body treatment rate will reach more than 40%, and the normal operation rate of all completed rural domestic sewage treatment facilities will remain more than 90%.
One of the principles followed by the Plan is to give priority to ecology and recycle. It proposes: to fully respect the rural natural ecological environment, promote the recycling of water resources in combination with farmland irrigation and reuse, ecological protection and restoration, environmental landscape construction, etc., and realize the organic connection between rural domestic sewage treatment and ecological agriculture development, rural ecological civilization construction. To achieve the overall goals, key tasks are proposed in the Plan. The key tasks include: （1） Strengthen planning guidance and project reserve; （2） Focus on cost reduction and efficiency increase, and promote classified treatment;（3） Standardize facility construction and improve control and treatment level;（4） Improve management and protection mechanism and strengthen long-term management;（5） Strengthen source control and sewage interception, and coordinate the treatment of black and odorous water bodies in rural areas. In terms of classified treatment, rural domestic sewage treatment mode and processes shall be reasonably selected, considering the scale of rural population, economic development level, sewage discharge, natural conditions, ecological environment sensitivity and environmental capacity of receiving water bodies. To increase financial investment, the Plan encourages the social capital investment, and proposes to introduce the farmer household payment system.
The Plan further proposes safeguard measures:（1） Strengthen organizational leadership and implement responsibilities of all parties;（2）Improve the system and mechanism, and improve the environmental supervision system;（3）Strengthen scientific and technological support and increase scientific and technological innovation;（4）Stimulate farmers' subjective consciousness; （5）Strict supervision and assessment.
