15th Five-Year Plan for the Construction of a Modern Emergency Response System.

The 15th Five-Year Plan (2026–2030) for the Development of a Modern Emergency Management System is a policy document at the national level. The Plan establishes a national strategy for improving emergency management, workplace safety, disaster prevention, mitigation, relief, and emergency response capabilities. It aims to shift governance toward prevention, strengthen coordination and command mechanisms, improve the legal and institutional framework, enhance risk management and early warning systems, and build a modern emergency management system by 2035.
The Plan sets targets for reducing workplace accidents and disaster losses and outlines measures to strengthen risk assessment, monitoring, forecasting, and preparedness for natural disasters and industrial accidents. It includes actions on hazardous chemicals, mining, fire safety, transportation, critical infrastructure, flood control, forest and grassland fire prevention, and climate-related risks. The Plan also promotes development of emergency rescue forces, emergency communications, aviation rescue capacity, emergency supplies, artificial intelligence applications, safety technologies, professional training, public education, and grassroots emergency management, while strengthening international cooperation in disaster prevention and emergency response.
