Action Plan for Improving Quality and Efficiency of New-type Agricultural Business Entities and Boosting Smallholders' Income.

This policy document is a national-level action plan issued by the Ministry of Agriculture and Rural Affairs. The objective is to improve the development quality of new-type agricultural business entities, and strengthen mechanisms linking these entities with smallholder farmers.
The Action Plan situates itself within the broader national agenda to build a strong agriculture sector and to ensure organic linkage between smallholders and modern agricultural systems. The Action Plan sets out specific measures to raise development quality and operational capacity of family farms, farmer cooperatives, and other new-type agricultural business entities. Key measures include: classification and targeted support for family farms; establishment and expansion of a "one-code" digital service for family farms to enable traceability and market and financial linkages; standardization and financial, organizational, and technical strengthening of farmer cooperatives; expansion and quality improvement of agricultural socialized services (pre- and post-production services); promotion of integrated development among different agricultural actors; and the use of information systems for monitoring production, finance, and service delivery. The Action Plan also emphasizes green and standardized production, service contracts, and capacity building. It encourages information system development, technical innovation, branding, rural e-commerce, logistics, cold-chain facilities, and financial support mechanisms, including expanded credit and guarantee services. To increase smallholder incomes, the Plan promotes employment creation, contract farming, land-use cooperation, profit-sharing mechanisms, agricultural service models, and stronger policy incentives linked to measurable farmer income outcomes, supported by monitoring, implementation, and institutional coordination measures.
