Abstract
This Action Plan on Promoting Mutual Empowerment between Artificial Intelligence and Energy, jointly issued by the National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the National Data Administration, aims to strengthen the foundational support of energy for AI development and to harness AI to accelerate energy transition.
The Plan sets targets for 2027 and 2030, including building a secure, green, and efficient energy supply system for AI, enhancing integration between clean energy and computing infrastructure, and improving data sharing and resource efficiency. By 2030, China will achieve world-leading levels in the clean energy supply guarantee capabilities of artificial intelligence computing facilities, as well as in the research and application of AI-specific technologies in the energy sector. It outlines key measures to optimize energy supply for computing facilities, promote low-carbon transformation, and enhance coordination between computing and power systems. It also supports the expansion of high-value AI applications in the energy sector, development of high-quality data resources, and innovation in AI models. Finally, it promotes standards development, governance frameworks, international cooperation, and talent cultivation to support an integrated AI–energy ecosystem.
