Administrative Measures for the Business Operation of Veterinary Biological Products.

These Measures are formulated for the purpose of strengthening the business operation administration of veterinary biological products and ensuring the quality of veterinary biological products.
Veterinary biological products are divided into the veterinary biological products required for national mandatory immunization programs (hereinafter referred to as biological products for national mandatory immunization uses) and the veterinary biological products not for national mandatory immunization programs. The Ministry of Agriculture shall be responsible for supervising and administrating veterinary biological products across the country. The name list of biological products for national mandatory immunization uses shall be determined and announced by the Ministry of Agriculture. A breeding farm meeting the conditions as prescribed in Article 7 may purchase the biological products for national mandatory immunization uses from the production enterprises designated by the Ministry of Agriculture for its own use, however, it shall report the varieties, production enterprises and quality of the biological products as purchased to the veterinary drug administrative department of the local people's government at or above the country level for archival purposes. The biological products for national mandatory immunization uses shall be produced by those enterprises that are designated by the Ministry of Agriculture, be purchased by the governments and distributed by the veterinary drug administrative department of the provincial people's government. The veterinary drug administrative department of the provincial people's government shall establish a management system for storage and transport of the biological products for national mandatory immunization uses.
