Administrative Measures for China (Yunnan) Pilot Free Trade Zone.

These Measures are enacted to promote and guarantee the construction and development of the China (Yunnan) Pilot Free Trade Zone. The Measures consist of 8 Chapters: General provisions; Management system; Investment management and trade facilitation; Financial openness and innovation; Border openness and cross-border cooperation; Construction of radiation centers for South and Southeast Asia; Legislation environment and integrated services; Supplementary provisions.
The Measures makes provisions for border opening and cross-border cooperation of the Yunnan Pilot Free Trade Zone in agriculture, commerce, e-commerce, logistics, cross-border electric power cooperation, resource reserve, etc. The free trade pilot zone shall apply a rapid inspection and quarantine mode for agricultural products, aquatic products, seed and seedlings, and flower seedlings imported from neighboring countries. In addition, the Measures include provisions to encourage entities to build international trade and logistics bases in the Pilot Free Trade Zone, promote the construction of large-scale import resource distribution centers and specialized export commodity markets, and supporte the construction of border warehouses in Honghe and Dehong areas.
