Administrative Measures for the Circulation of Rural Land Management Rights.

These Measures are enacted in accordance with the Law on Rural Land Contracting, aiming to regulate the transfer of rural land management rights, protect the legitimate rights and interests of the parties involved in the transfer, accelerate the modernization of agriculture and rural areas, and maintain the harmony and stability of rural society.
The Ministry of Agriculture and Rural Affairs is responsible for the guidance of the transfer of land management rights across the country and the management of transfer contracts. The township (town) people's Government shall be responsible for the transfer of land management rights and the management of transfer contract within its administrative region.
