Administrative measures of comprehensive utilization of coal gangues.

The purpose of these Measures is to further promote the healthy and orderly development of coal gangue comprehensive utilization, develop circular economy, reduce the impact of coal gangues on land resource occupation and environment, improve resource utilization efficiency, and promote coal mine safety production. The Text consists of 26 Articles divided into 5 Chapters: General Provisions; Comprehensive Management; Incentives; Supervision and Administration; Supplementary Provisions.
The National Development and Reform Commission and relevant ministries shall be responsible for formulating and publishing coal gangue comprehensive utilization planning, industry policies and supporting policies, technical specifications, etc. For coal exploitation projects which have not provided a comprehensive utilization scheme of coal gangues, the competent authorities shall not approve the projects. New-built or reconstructed coal mines and coal preparation plants shall save land and prevent environmental pollution. It is forbidden to build permanent coal gangue yards.
