These Measures are enacted to strengthen the management of cotton reserve loans. The Text consists of 42 Articles divided into 8 Chapters. The Measures make provisions for: Loan object and conditions; Loan term, interest rate and loan method; Acceptance, approval, issuance and recovery of loans; Supervision and inspection of the loans; Basic management and the responsibility system assessment of the loans; Penalties; etc.
