Abstract
These Measures are formulated in accordance with the Water Law and the Flood Control Law, aiming to strengthen the operation management of embankments.
The Measures consist of 9 Chapters: General provisions; Management guarantee; Inspection and monitoring; Maintenance and upkeep; Flood control management; Safety management; Management of buildings crossing embankments; Supervision and management; Supplementary provisions. The competent department and management unit of embankments should strengthen communication and contact with relevant departments and units such as emergency, meteorological, hydrological, and local people's governments, closely monitor rainfall, water, flood, and engineering conditions, implement forecast, early warning, rehearsal, and contingency measures, and establish and improve mechanisms for reporting and emergency response to flood and dangerous situations.
