Administrative Measures for Foreign Aid.

These Measures are enacted to strengthen the strategic planning and overall coordination of foreign aid, standardize the management of foreign aid and improve the effect of foreign aid.
The Measures consist of 8 Chapters: General Provisions; Planning of Foreign Aid Policies; Forms of Foreign Aid; Establishment of Foreign Aid Projects; Management of Foreign Aid Implementation; Foreign Aid Monitoring and Evaluation; Legal Liabilities; Supplementary Proviisons. For the purposes of these Measures, “foreign aid” means the use of government funds for foreign aid to provide economic, technical, material, personnel, management and other support to aid recipients. Foreign aid recipients mainly include developing countries that have established diplomatic relationships with the People's Republic of China and need to receive aid, as well as international or regional organizations mainly based on developing countries. Foreign aid is committed to helping recipients alleviate and eliminate poverty, improve their people’s livelihood and ecological environment, promote recipients’ economic development and social progress, enhance recipients’ independent and sustainable development capabilities.
