Abstract
These Measures are formulated to regulate and strengthen the management of cultivated construction and utilization funds, and improve the efficiency of fund utilization.
The funds for the construction and utilization of cultivated land are used to subsidize the construction and utilization of cultivated land in various provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, Xinjiang Production and Construction Corps, and central reclamation areas. The specific scope of expenditure shall include: （1） Subsidy expenditure for farmland fertility protection; （2） High standard farmland construction expenditure;（3） Expenditure on black soil land protection; etc.
