Administrative measures of Guangdong Province for the employment of mainland fishermen by mobile fishermen of Hong Kong and Macao.

These Measures are enacted to promote the development of Guangdong, Hong Kong and Macao fishery production, protect fishery resources, ensure the safety of border and coastal areas, and safeguard the legitimate rights and interests of mainland fishermen and Hong Kong and Macao migrant fishermen.
Migrant fishermen of Hong Kong and Macao refer to the fishermen of Hong Kong and Macao who hold the household registration of Hong Kong or Macao Special Administrative Region and the registration of fishing vessels in Guangdong Province.
The migrant fishermen in Hong Kong and Macao shall apply for the operation permits for the mainland fishermen who need to enter the waters of Hong Kong and the designated Hong Kong fishing market with their fishing vessels. Hong Kong and Macao migrant fishermen's associations at all levels are encouraged to provide assistance and services to Hong Kong and Macao migrant fishermen in employing mainland fishermen.
