Abstract
These Measures are formulated to regulate the development and management of response plans for emergencies, enhance the effectiveness, scientificity, and operability of various emergency plans, and strengthen emergency preparedness and response capabilities to safeguard public safety and mitigate the impact of unforeseen events.
The Measures govern the management work related to the preparation, approval, release, filing, revision, education, training, and drills of emergency plans. The Measures mandate that emergency management agencies at all levels organize the preparation of emergency drill guidelines to standardize the organization and implementation of emergency response drills for various types of incidents. The Measures also specifies the requirements for the development, review, and approval of specialized emergency response plans, with provisions for public disclosure and training. In addition, the Measures addresses the classification of emergency plans, the revision process, and the dissemination of emergency plan materials to the public.
