Abstract
These Measures are formulated in accordance with the Animal Epidemic Prevention Law, aiming to strengthen the management of harmless treatment of dead livestock and poultry and diseased livestock and poultry products, prevent and control animal epidemics, promote the high-quality development of animal husbandry, and ensure public health safety and human health. The Measures consist of 39 Articles divided into 6 Chapters: General provisions; Collection; Harmless Treatment; Supervision and administration; Legal liabilities; Supplementary provisions.
Units and individuals engaged in livestock and poultry raising, slaughtering, business operation, quarantine and other activities shall bear the main responsibility, and carry out harmless treatment of dead livestock and poultry and diseased livestock and poultry products in accordance with these Measures. Dead livestock and poultry found in rivers, lakes, reservoirs and other waters shall be collected, disposed of and traced to the source by the local people's government at the county level according to law.
