Administrative Measures of Ningxia Hui Autonomous Region for Ephedra.

These Measures are formulated to strengthen and regulate the management of ephedra, prevent its flow into drug production channels, protect the physical and mental health of citizens, and maintain social order.
The Measures consist of 29 Articles divided into 7 Chapters: General Provisions; Collection management; Transaction management; Transportation management; Supervision and Services; Legal Liability; Supplementary Provisions.
The term ephedra referred to in these Measures means the original plants that can be used to extract and process toxic chemicals such as ephedrine and pseudoephedrine. The people's governments at or above the county level should strengthen the publicity of ephedra management work, make the public widely aware of the potential social harm that illegal collection, trading, and transportation of ephedra may bring, and guide the public to consciously abide by the relevant regulations on ephedra management. Illegal collection, trading, and transportation of ephedra are prohibited. No unit or individual shall alter, forge, resell, transfer, rent, or lend the ephedra collection certificate and purchase permit. The competant forestry and grassland authorities of the people's governments at the county level where ephedra resources are distributed shall strictly implement the annual collection plan of ephedra and plant ephedra according to the determined area.
