Administrative measures of the Ningxia Hui Autonomous Region for small-scale water conservancy projects.

The purpose of these Measures is to strengthen the management of small-scale water conservancy projects in the Ningxia Hui Autonomous Region, and ensure the safety thereof and the sustainable development of agriculture and rural areas. The Measures consist of 14 Articles.
The local people's governments at or above the county level or the authorized water administrative departments shall be responsible for the confirmation of the ownership of small water conservancy projects. For a public welfare water conservancy project, a property right certificate and a management right certificate shall be issued. The Measures further set up main tasks, supervision and management responsibilities of water conservancy project management units, and provide for the scope of the water conservancy project management, and offences and penalties, etc.
