Administrative Measures of Ningxia Hui Autonomous Region for Unified Land Expropriation.

These Measures are formulated to strengthen land expropriation management, timely provide land for various construction projects, promote economic development, and stabilize social order.
The Measures consist of 6 Chapters: General provisions; Land expropriation methods; Land expropriation procedures; Land expropriation costs; Penalty provisions; Supplementary provisions.
The expropriation and requisition of land should be based on the national economic and social development plan, implement the basic national policy of "cherishing and reasonably utilizing every inch of land, and effectively protecting cultivated land", strictly implement the laws, regulations, and overall land use plans of the state and autonomous regions related to land acquisition work, and correctly handle the relationship between the state, collectives, and individuals, as well as the relationship between economic development and stable agricultural foundation. The cultivated land in the basic farmland protection zone shall not be expropriated or requisitioned in principle. If it is necessary to expropriate or requisition, it shall be handled in accordance with the relevant provisions of the state and autonomous region on basic farmland protection areas.
