Abstract
This Agreement consists of 14 articles. Article 1 deals with terms and definitions. “Regulated article” mentioned in the Agreement means any plant, plant product, storage place, packaging, conveyance, container, soil and any other organism, object or material capable of harbouring or spreading pests, deemed to require phytosanitary measures, particularly where international transportation is involved. Regulated articles to be exported from one Party to the other Party must be accompanied with the official plant quarantine certificate of the exporting country, which indicates they are in accordance with the requirements of the plant quarantine of the importing country. Plants carrying soil should not be exported from one Party to the other Party. In order to promote the development of trade, plant quarantine may be implemented by both sides in the exporting country when necessary. The Agreement further provides for: requirements on the packing materials and transportation tools, exchanges of regulations and provisions relevant to plant protection and quarantine, competent authorities in charge of implementation of the Agreement, dispute settlement, etc. The validity of this Agreement is 5 years, renewable.
