Announcement of the General Administration of Customs No. 70 of 2019 on issues related to the supervision and administration of label inspection of import and export pre-packaged food.

This Announcement is enacted in accordance with the provisions of the Food Safety Law and its implementing regulations, the Import and Export Commodity Inspection Law and its implementing regulations, aiming to further improve the efficiency of customs clearance.
Since October 1, 2019, the requirement for the file-recording of imported pre-packaged food labels for the first time has been cancelled. Import pre-packaged food labels, are inspected by the Customs in accordance with the relevant laws and administrative regulations on food safety and inspection of import and export commodities. The importer shall be responsible for examining whether the Chinese label of the imported pre-packaged food meets the requirements of relevant laws, administrative regulations and national food safety standards. Where the imported pre-packaged food is sampled for on-site inspection or laboratory inspection, the importer shall submit to the Customs officers its qualified certification materials, the original and translated labels of the imported pre-packaged food, the sample Chinese labels.
