Announcement No. 2 of 2019 of the Ministry of Agriculture and Rural Affairs regarding to strengthening the supervision of livestock and poultry movement.

This Announcement is enacted according to the Laws and Regulations of the Animal Epidemic Prevention Law of the People's Republic of China and other laws and regulations, aiming at strengthening the supervision of livestock and poultry movement are announced. The Announcement consists of 12 Sections.
In order to effectively prevent and control animal diseases, the transfer of susceptible livestock from high-risk areas of animal diseases to low-risk areas shall be restricted. Livestock and poultry to be used for rearing shall not be transferred from high-risk areas to low-risk areas. Livestock and poultry to be used for slaughtering can be transferred from the farm (household) to the slaughterhouse across the risk zone and must not be unloaded during the transfer. Before selling or transporting livestock and poultry, livestock and poultry farms (households) shall, in accordance with the provisions of the Animal Epidemic Prevention Law and the Animal Quarantine Management Measures, apply for quarantine to the local animal health supervision agency, submit animal quarantine declaration forms and relevant animal disease detection reports, etc.
