Abstract
This 2035 China Nationally Determined Contribution (NDC) Report outlines China’s climate strategy, achievements, and future commitments under the Paris Agreement. It emphasizes principles such as green, low-carbon development, systemic planning, and fairness in global governance. China has made significant progress toward its 2030 targets: CO₂ emissions are on track to peak before 2030, non-fossil energy reached 19.8% of consumption in 2024, and renewable energy capacity exceeded 1.41 billion kW. Forest stock increased by 70 million m³ since 2005, and China built the world’s largest clean power system and carbon market. Industrial and transport sectors advanced in green transformation, with electric vehicles and green buildings widely adopted. Adaptation efforts include climate-resilient cities, disaster prevention, and ecosystem restoration.
For 2035, China aims to cut economy-wide net greenhouse gas emissions by 7–10% from peak levels, raise non-fossil energy share above 30%, expand wind and solar capacity sixfold from 2020, and achieve 240 million m³ forest stock. Policies focus on legal frameworks, carbon market expansion, energy and industrial decarbonization, green transport, and methane and HFC control. By 2035, the production and use of hydrofluorocarbons (HFCs) will be reduced by at least 30% compared to the baseline value, and the comprehensive utilization rate of livestock and poultry manure will reach over 85%. China will strengthen monitoring, technology innovation, finance, and public participation, while promoting international cooperation and South-South partnerships to advance global climate governance and a green Belt and Road.
