Abstract
This China’s Action Plan for Reaching Peak Carbon Emissions by 2030 is a cross-sectoral policy document covering the period of 2021-2030. The Action Plan focuses on the two key reaching peak carbon emissions periods of the 14th five year plan and the 15th five year plan, and puts forward the main objectives of increasing the proportion of non fossil energy consumption, improving energy efficiency and reducing carbon dioxide emissions, etc. By 2025, marking the end of China’s 14th Five-Year Plan (FYP) period, the proportion of non fossil energy consumption will reach about 20%, the energy consumption per unit of GDP will be 13.5% lower than that in 2020, and the carbon dioxide emission per unit of GDP will be 18% lower than that in 2020, laying a solid foundation for reaching carbon peak. By 2030, the end of China’s 15th FYP period, the proportion of non fossil energy consumption will reach about 25%, over 1200 gigawatts total installed capacity for wind and solar power will be reached and the carbon dioxide emission per unit of GDP will be reduced by more than 65% compared with that in 2005, so as to successfully reach the carbon peak goal by 2030.
The Action Plan proposes to put reaching carbon peaking throughout the entire process and all aspects of economic and social development, focusing on the implementation of the "Ten Actions for Reaching Carbon Peaking". It proposes measures to gradually transition to renewable energy and increase the energy efficiency of new and existing infrastructure, while promoting the circular economy to improve resource use and recycling. The Action Plan contributes to making agriculture and forestry more sustainable. For example, 25 percent forest coverage rate and 19 billion cubic meters in forest stock volume shall be reached by 2030. Action 4 Reaching Carbon Peak Action on Urban and Rural Construction proposes: to promote the green and low-carbon transformation of urban and rural construction, accelerate the improvement of energy efficiency, and promote rural construction and low-carbon transformation of energy consumption. Action 8 Consolidation and Improvement of Carbon Sequestration Capacity include the tasks such as: consolidating the role of ecosystem carbon sequestration, improving the capacity of ecosystem carbon sequestration, strengthen the basic support of ecosystem carbon sequestration, and promote agricultural and rural carbon emission reduction and carbon sequestration. Action 9 Green and Low-carbon Action for All People proposes to strengthen publicity and education on ecological civilization and promote a green and low-carbon lifestyle.
In terms of agricultural and rural carbon emission reduction and carbon sequestration, the Action Plan proposes : Vigorously develop green and low-carbon circular agriculture and promote low-carbon agricultural models such as "photovoltaic + facility agriculture" and "offshore wind power + marine range"; Develop new agricultural technology; Carry out actions to improve the quality of cultivated land, implement the national black land protection project, and improve the storage of soil organic carbon; Reasonably control the use of chemical fertilizer, pesticide and plastic film, implement the reduction and substitution plan of chemical fertilizer and pesticide, and strengthen the comprehensive utilization of crop straw and the resource utilization of livestock and poultry manure.
