Abstract
This China's National Biodiversity Conservation Strategy and Action Plan (2023-2030) is a cross-sectoral policy document as part of the efforts to implement the Kunming-Montreal Global Biodiversity Framework, and a guide to comprehensively improve the level of biodiversity management in the country. The Kunming-Montreal Global Biodiversity Framework was adopted at the UN biodiversity conference, COP15, in December 2022, aimed at reversing biodiversity loss and setting the world on a path of recovery.
The strategic goals set up in the plan include: By 2030, the relevant policies, systems, standards, and monitoring systems related to biodiversity conservation will be established. The background investigation and assessment of priority areas and strategic regions for biodiversity conservation will continue to be promoted, and the national biodiversity monitoring network will be basically built. At least 30 percent of degraded ecosystems in terrestrial, inland water, coastal, and marine areas will be effectively restored by 2030. According to the plan, the minimum area designated for land ecological protection red line should be 30 percent of the total land area, while the minimum area for marine ecological protection red line should be 150,000 square kilometers.
The plan, as a national overall plan for biodiversity conservation and a core tool for fulfilling the Convention on Biological Diversity, clarifies China's new era biodiversity conservation strategy and deploys four priority areas, including biodiversity mainstream, addressing the threat of biodiversity loss, sustainable use and benefit sharing of biodiversity, and modernization of biodiversity governance capabilities. Each priority area has 6 to 8 priority actions, widely covering laws and regulations, policy planning, law enforcement supervision, publicity and education, social participation, investigation, monitoring and evaluation, protection and restoration, biosafety management, sustainable management of biological resources, realization of ecological product value, urban biodiversity, benefit sharing, climate and environmental governance, investment and financing, international cooperation. In the area of synergistic management of biodiversity and climate change, the Action Plan suggests exploring nature-based solutions (NbS) and ecosystem-based approaches (EbA).
