Abstract
These Measures are formulated to encourage and guide social capital to participate in the concession of state-owned forest resources assets owned by the whole people in state-owned forest farms and safeguard the public interest and the legitimate rights and interests of concessionees. Concession activities must prioritize ecological health, promote green development, and support sustainable forest management. Key principles include fairness, transparency, mutual benefit, and ensuring the forest assets do not lose value. The "who operates, who protects" principle applies to emphasize business operators' responsibility. Concessions cover activities like forest tourism, educational bases, forest economy projects, and forest product development. Concession projects require feasibility studies, value assessments, and an open bidding process. Business operators are selected based on project management, expertise, and credit ratings.
